SECTION 12-(b).  1983 election and subsequent biennial elections to be held on nonpartisan ballots; persons declared to be elected to take office.
   The regular municipal election to be held in the year 1983, and biennially thereafter, shall be held on the first Tuesday in May, but upon a nonpartisan ballot printed for the purpose.  In the regular municipal election to be held on the first Tuesday in May, 1983, and biennially thereafter, the candidate for any municipal elective office who has filed his candidacy therefor in accordance with Section 12-(a) hereof, and who shall have received the highest number of votes cast for such office, shall be declared to be elected to such office.
   It is declared to be the intent of this section that any person declared to be elected shall take office, even though he or she or they may not have received a majority or plurality of all votes cast for such office at such election.
