361.14  RESTRICTIONS FOR PARKING OF TRAILERS, CAMPERS, MOTOR HOMES, OVERSIZE VEHICLES, OR COMMERCIAL VEHICLES UPON ANY ROAD, STREET OR ALLEY.
   (a)   No person shall park and leave unattended upon any road, street or alley any type trailer, camper, motor home, oversize vehicle, or commercial vehicle without being properly registered and licensed.
   (b)   The following provisions of this section address vehicles of certain size, weight, and type that may obstruct the flow of traffic or create a hazardous condition.
   (c)   No person shall park and leave unattended upon any road, street or alley any type trailer, camper, motor home, oversize vehicle, or commercial vehicle having more than 2 axles on a single unit vehicle, or 4 axles when in use as a vehicle/trailer combination.
   (d)   Clearance: No person shall stop, stand, park or leave unattended any type trailer, camper, motor home, oversize vehicle, or commercial vehicle upon a street in such a manner that significantly restricts the roadway pursuant to Section 361.10 or obstructs free movement of vehicular traffic; except, that a driver may stop at the curb temporarily during the actual loading and unloading of goods or passengers, or when necessary in obedience to traffic regulations, traffic signs, or signals of Police Officers.
   (e)   Size & Weight: No person shall park or leave unattended any type trailer, camper, motor home, oversize vehicle, or commercial vehicle having a declared maximum gross weight (including vehicle and cargo) greater than 26,000 lbs, or a width exceeding 8 feet 6 inches (excluding safety equipment), or a maximum height exceeding 13 feet 6 inches, or a maximum length exceeding 55 feet (combined vehicle and attached trailer, inclusive of bumpers), for a period of time not to exceed 8 hours, except, during the actual loading and unloading of goods or passengers, or while such vehicle is being used in connection with any work or service being performed within the immediate area, or while the vehicle is "in use". "In use" as defined for the purpose of this section, shall apply only to any type trailers, campers, motor homes, and other types of towed mobile equipment. All types of towed trailers, campers, and mobile equipment shall be deemed "in use" when it is properly attached to the tow vehicle and in a state of readiness to be immediately moved if required. Motor homes are deemed "in use" when they are being readied for departure or evacuation upon return. Any vehicle subject to this section that is actively being cleaned, serviced, prepared for seasonal storage or making necessary repairs is also deemed in use. 
   (f)   Dangerous Materials: No vehicle of any type being used for the purpose of transporting any volatile gaseous, explosive or flammable material shall be parked or left unattended on any public street or public right-of-way for any period of time, except, while being actively loading and unloading, or while such vehicle is being used in connection with any work or service being performed within the immediate area.
   (g)   Storage: It shall be unlawful for any person to use the public street or public right-of-way along the street for the purpose of storing any vehicle or other item, except where otherwise lawfully provided. "Storage" is defined for the purposes of this section as placing any property in the public street or right-of-way in such a manner as to preclude the use of the street or right-of-way by the general public or the normal flow of vehicular or pedestrian traffic.
   (h)   Removal: The owner, occupant, and/or operator of any parked vehicle in violation of this section shall be responsible for its immediate removal. In the event of removal and disposition by the city, the owner, occupant, and/or operator shall be liable for any and all costs associated therewith pursuant to Section 361.07 .
   (i)   Any person who violates these sections shall be fined not more two hundred dollars ($200.00) for each separate offense. Each day that any violation continues shall constitute a separate offense.
