355.99  PENALTY.
   Any person who violates the provisions of this ordinance, who owns or has control over a recreational vehicle and knowingly permits it to be used in violation of the provisions of this ordinance is guilty of a misdemeanor and, upon conviction thereof, shall be fined not less than twenty-five dollars nor more than one hundred dollars.
   In the belief that responsible adults come from proper supervision and guidance as children, any parent, legal guardian or person of legal age who has actual responsibility for a child under eighteen years of age, who knows or should have known the child is operating a recreational vehicle in violation the provisions of this ordinance is guilty of a misdemeanor and shall, upon conviction, be subject to the following penalties:
      (1)    For a first offense, a fine of twenty-five dollars;
      (2)    For a second offense, a fine of fifty dollars;
      (3)    For a third or subsequent offense, a fine of one hundred dollars.
   *Violations assessed to parents will not include court cost unless processed through a full hearing where the alleged violation is contested.
