SECTION 4. Municipal authorities to consist of mayor and common council; compensation of mayor and common council.

The municipal authorities of said city shall consist of a mayor, and one councilman from each of six wards, who together shall form a common council, and shall receive such compensation as the common council shall from time to time determine, which shall not be increased nor diminished during their term of office.
