305.03  CLEANING OR REPAIRING STREETS; EMERGENCIES; CLOSING STREETS.
   (a)   The Street Commissioner, without the approval of Council, shall have the power and authority in his sole discretion to prohibit or limit parking on either or both sides of any street, alley or public way, or any part thereof, within the City, for any period not to exceed one week, at any one time, for the purpose of cleaning the same, collecting leaves or other debris therefrom, making repairs thereto, or in any emergency situation.  The Street Commissioner shall be the sole judge of the necessity of such prohibition or limitation.
   (b)   The Street Commissioner, without the approval of Council, shall likewise have the power and authority to prohibit or limit parking on either or both sides of any street, alley or public way, or any part thereof, within the City, or he may close to traffic or redirect traffic upon any street, alley or public way, or any part thereof, within the City, for  such period of time as may be necessary for the purpose of making major repairs, improvements or construction or the paving of any such street, alley or public way, or any part thereof.
   (c)   The Police Department or the Fire Department in the event of fire, riot, civil disturbance or other public emergency shall have the power and authority to prohibit parking along, or close to traffic or redirect traffic upon any street, alley or public way, or any part thereof, so long as such prohibition may be reasonably necessary but not to exceed a period of forty-eight hours at any one time.
