(a) Except as provided hereinbelow, the Water and Sanitary Sewer Board shall have, in addition to the powers enumerated in this article, all other powers provided for such boards by chapter 16, article 13 of the Code of West Virginia, and by chapter 8, article 20 of such Code.
(b) Council expressly reserves the power to hire and discharge, to fix compensation for all employees of the Board and to approve final budgets giving due consideration to recommendations by such Board. All compensation shall be paid solely from funds provided under authority of chapter 16, article 13 of the Code of West Virginia and shall not bind the Board beyond the extent to which money shall have been or may be provided under authority of such Code.
