135.03  DUTIES GENERALLY.
   (a)   The duties of the Planning Commission shall be to prepare plans for the development of the whole or any portion of the City and of any land outside the City which, in the opinion of the Commission, bears relation to the planning in the City. Such plans shall show recommendations for any streets, bridges, parks, parkways, playgrounds and any other public areas or public improvements. Whenever the Commission shall have agreed upon a plan for the development of the City or any portion thereof, such plan shall be submitted to the Mayor and Council for their consideration and action.
   (b)   Before final action shall be taken by the City or any department thereof on the location and design of any public building, public memorial, street, park, parkway, playground or other public area, such question shall be submitted to the Planning Commission for investigation and report.
   (c)   All plans, plats or replats of land laid out in building lots and the streets intended to be dedicated to public use shall be submitted to the Planning Commission for their consideration, and no such plat or replat shall be filed in the office of the Clerk of the County Court until such plat or replat shall have endorsed upon it the fact it has been first submitted to the Planning Commission and duly approved by the Mayor and the Council.
