Authority within the Fire Department shall flow from the Fire Chief through the Assistant Fire Chief and other officers and firemen downward in order of rank; and subordinates shall have the powers and perform the duties of their immediate superiors when such superiors are absent or disabled. Each member of the Fire Department shall obey all lawful orders of his superiors of the chain of command.
