The Chief of Police is hereby empowered to appoint special parking enforcement police officers, who shall have the duty to patrol and to enforce municipal parking ordinances upon or within designated municipal parking areas and upon municipal streets. In the performance of their duties, the special parking enforcement police officers shall be vested with all the powers of City police officers. Such special parking enforcement police officers shall be in uniform, and shall display a badge or other sign of authority. The officers shall serve at the will and pleasure of the Chief of Police, and shall not come within the civil service provisions or pension applicable to members of the Police Department.
