(a) Created. There is hereby created a Police Department of the City Government. The Police Department shall be under the direction and control of the City Council and the Chief of Police.
(b) Authority of City Council. The City Council, as the chief executive body of the City, shall have general supervision, over the Police Department. The City Council may exercise command through the Chief of Police, and may, to the extent permitted by law and the Codified Ordinances, delegate authority to the Chief of Police; provided, that the City Council may assume direct command and control over the Police Department in the event it become necessary to do so.
