In carrying out the purposes of this article, the Board shall be authorized to receive and disburse for such purposes and moneys appropriated to it by Council, together with any other funds which may come into its hands by gift, grant, donation, bequest, devise or from its own operation, or otherwise; but in no event shall be the Board become indebted beyond any amounts already appropriated to or acquired by it.
