127.03 OATH OF OFFICE; RECORDER’S DUTIES.
   (a)   After appointment, members of the Board shall qualify by taking and filing with the Recorder of the City the oath prescribed by law for public officials and they shall not be permitted to serve until they have so qualified.  If any member of the Board fails to so qualify before the next regular council meeting, the Council may declare his position vacant and the Board shall appoint a successor, but such appointment must be approved by the Council.  The appointed secretary shall be ex officio secretary of the Board and shall keep an accurate record of all fiscal affairs of the Board and shall keep a minute book in which he shall keep and record the proceedings and transactions of each meeting of the Board.  The recorder shall also be ex officio treasurer of the Board and the Recorder's official bond shall apply to all such transactions as such Treasurer.
