When any vacancy occurs on the Board, excepting as to the council-mantic member thereof, by reason of death, resignation, change of residence or other cause, the Board shall appoint a successor to serve until the expiration of the term. The Board’s appointment is subject to the approval, of Council. When any vacancy shall occur on the Board with respect to the council-mantic member thereof, such vacancy shall be filled by Council.
