The Board of Park and Recreation Commissioners shall consist of five members, a majority of whom shall constitute a quorum for the transaction of business. Each member of the Board shall be a resident of the City and shall own real estate therein. The members thereof shall be appointed by Council, and excepting such member thereof as shall also be a member of Council as hereinafter provided, and subject to such exception, the remaining members of the Board shall serve for a term of six years. The five members of the existing board shall continue to serve in accordance with their present and existing term of office. One member of the Board shall be a member of the Council and shall be appointed by the Council to the Board. When any member of the Board shall cease to be a resident and a freeholder of the Municipality, he shall thereby be disqualified as a member of the Board and his office be and become vacant.
