No person whose place of business is situate within the corporation limits shall manufacture, sell, possess for sale, transport or distribute nonintoxicating beer, except in accordance with the provisions of this article and after first obtaining a City license therefor as provided in this article; and in no such instance shall such City license be issued in accordance with the provisions of this article until such person shall have fully obtained a State license therefor.
