Following its investigation of the condition of a dwelling for building pursuant to Section 1751.03 hereof, the enforcement agency shall present its findings and recommendations to Council, at which time Council shall vote as to whether to accept recommendations. The owner and occupant and/or person in charge of the premises at issue shall be given ten days' written notice of the date, time and place of the meeting of Council at which the enforcement agency intends to offer its findings and recommendations with respect to said premises, and shall be afforded an opportunity to be heard at that time and prior to the taking of any vote by Council.
