Any person or legal entity which shall erect any building or structure, enlarge, alter or repair any existing building or structure or move or demolish any such building or structure, within the meaning of this article, without having first applied for and obtained a permit as required by this article, or having obtained such permit and thereafter had same withdrawn, and continues such work without such permit, shall be deemed guilty of such offense, and upon conviction thereof shall be fined not more than five hundred dollars and not less than two hundred dollars for each such offense.
