1741.07  EXEMPTIONS AND VARIANCES.
   (a)   Notwithstanding any other provision of this article to the contrary, a building permit fee as prescribed in Section 1741.06 shall not be required of any person coming within the jurisdiction of this article in the event the total cost of the building, alteration or other work as hereinbefore defined shall be at or under five hundred dollars, ($500.00) or if the applicant therefor shall be a unit or subdivision of government or agency of government, whether federal, state, local or otherwise, or person acting in behalf of such unit or subdivision of government, whether federal, state, local or otherwise; provided, that any such person coming within the jurisdiction of this article shall be required to obtain a building permit as provided in this article, notwithstanding the cost of the project.
   (b)   Nothing herein contained shall be construed to prohibit any person coming within the jurisdiction of this article to petition Council for a variance in respect of any duty or rule imposed upon any such person by this Code relative to any of the various requirements thereof.
