1741.03  REVIEW BY BUILDING AND SAFETY INSPECTOR; DEPARTMENT HEADS.
   Upon filing of an application for a permit for any new building or structure or moving of a building or structure, the pertinent department heads (water-sewer-fire-street-electric) shall review and approve the same. After such application is reviewed, where necessary, the Building and Safety Inspector shall pass upon the same and if the Building and Safety Inspector considers that such construction, alteration or repair or the moving or demolition of any such building or structure, as the case may be, will not constitute an extraordinary fire hazard within the City limits and that such construction, alteration and repair will not be detrimental to the morals and health of the city and its residents, he shall issue and grant such permit without unnecessary delay.
