The territory under the jurisdiction of the City for the purposes of this article shall include all of the corporate limits. The City and all its employees under its direction, in the performance of their functions and duties under this article, may enter into and upon any land upon which advertising structures are standing or upon which advertising signs or advertisements are displayed and make such examinations and surveys as may be relevant.
