It shall be the duty of the Chief of Police, or of someone of his assistants to be designated by him, to attend all meetings of Council and to preserve order both in the Council Chamber and in the vicinity thereof, and to enforce all orders of the presiding officer by arresting, without warrant, anyone who refuses to obey any order given by the presiding officer; and the person so arrested shall be held in custody until such time as he can be taken before a court having jurisdiction over the premises, to then be dealt with according to law.
