1313.04  MINIMUM RIGHT-OF-WAY WIDTHS.
   (a)   The minimum right-of-way widths for highways, primary thoroughfares and parkways shall be as specified in the official thoroughfare plan, but not less than sixty feet in any case.
   (b)   The minimum right-of-way widths for secondary thoroughfares shall be as specified in the official thoroughfare plan, but not less than fifty feet in any case.
   (c)   The minimum right-of-way width for local streets or collector streets shall be forty feet.
   (d)   The minimum right-of-way width for minor streets and dead-end streets shall be forty feet.  All dead-end streets shall terminate in a circular turnaround having a minimum right- of-way diameter of one hundred feet, unless the Commission approves a “T” or “Y” shaped paved space in place of the required turning circle.
   (e)   Where easements are required for utilities, their width shall be at least ten feet along rear or side lot lines.
