1313.02  OFFICIAL THOROUGHFARE PLAN.
   (a)   The subdivision layout shall conform to the Official Thoroughfare Plan.
      (1)   Whenever a tract to be subdivided embraces any part of a highway, thoroughfare or parkway, so designated on such plan, such part of such public way shall be platted by the subidivder in the location and at the width indicated on the plan.
      (2)   Where a proposed park or other recreational area, school site or other public ground shown in the adopted City plan is located, in whole or in part, within the proposed subdivision, such proposed public ground or park, if not dedicated to the City or Board of Education, shall be reserved for acquisition by the City or Board of Education within a period of five years by purchase or other means.  In the event that such land remains entirely unused and vacant during such five year period, the City Council will exempt it from all ad valorem taxes assessable by the City.
   (b)   Where held appropriate by the Planning Commission, open spaces, constituting a reasonable proportion of the gross acreage of the subdivision, suitably located and of adequate size for parks, playgrounds or other recreational purposes for local or neighborhood use, shall be provided for in the proposed subdivision and, if not dedicated to the City or County, as the case may be, shall be reserved for the common use of all property owners in the proposed subdivision by covenant or deed restriction.
