1309.05  STATE REQUIREMENTS FOR WATER AND SANITARY SEWER SYSTEMS.
   Water and sanitary sewer lines shall be constructed in compliance with the following state requirements:
   (a)   Plans.  All plans must be prepared by or under the supervision of a licensed professional engineer with his stamp and signature on the same.  Plans must show the water and sewer line layout as follows:
      (1)   Existing water and sewer lines, size and elevations.
      (2)   New lines, size and type.
      (3)   Invert elevation and manhole and cleanout locations.
   (b)   Sanitary sewer collection systems (Part II, State Health Department).    Gravity sanitary sewer collection systems shall comply with the following:
      (1)   No public sewer shall be less than eight inches in diameter; except, that six- inch diameter sewer pipe may be used for short laterals where no possibility of future extension exists.  Examples are thirty mobile homes or fifteen residences.  Four-inch sewer pipe will not be allowed for the collection system.  The minimum grade for sewers for six to fifteen inches in diameter shall be shown in the following table:

      (2)   All sewer lines shall be laid in a straight line and with a uniform slope between manholes.  Manholes or junction boxes shall be constructed wherever a change in diameter, direction or slope occurs and shall be constructed at intervals not exceeding three hundred fifty feet.  Manholes or junction boxes shall be constructed at the upper ends of all sewer lines; except, that lampholes or cleanouts may be constructed at the upper ends of short six inch laterals.
Trench excavation and backfill shall be approved by the City Engineer or the water and sewer department head.
   (c)   Water Lines.
      (1)   Water lines shall be six inches in diameter, except where no fire hydrants are needed and there is no chance of possible growth in the area.  The minimum size shall be one inch for two homes.
      (2)   Water lines shall be at least ten feet from sewer lines.
      (3)   All connections to water mains shall be done by city personnel.
      (4)   Each fire hydrant shall have a valve.  (See the Fire Chief as to location and number of fire hydrants.)
      (5)   Plans for water and sewer lines must be approved by the State Department of Health before the City Water and Sewer Department can act on the same.
      (6)   All work will be subject to inspection by the Superintendent of Water and Sewer Department or his representative.
