Prior to starting any of the work covered by the plans approved as provided in Section 1305.09, arrangements shall have been made to provide for inspection of the work sufficient, in the opinion of the City Engineer or appropriate Department Head, to insure compliance with the plans and specification as approved, and written approval obtained from the City Engineer or Department Head to start the work.
