Installation of a complete water system adequate to serve the area being plotted, including a connection for each lot and appropriately spaced fire hydrants in accordance with the requirements of the fire insurance underwriters association, shall be the responsibility of the developer, at his cost, or at the discretion of the City Council. Reimbursement of the developer shall be in accordance with regulations of the public service commission.
