In planning and development a subdivision, the subdivider or his agent shall comply with the general requirements as set forth in Article 1309, the general principles of design and minimum requirements for the layout of subdivisions set forth in Article 1313 and the rules and regulations concerning required improvements set forth in Article 1305, and in every case shall pursue the procedure as set out in this chapter.
