Every person from whose premises garbage is collected by a contract collector shall comply with the provisions of this chapter with respect to such collections and shall provide a suitable garbage can, receptacle, container or plastic bag, to be approved by the contract collector, in which such garbage shall be deposited as the same, from time to time, is made or produced.
