(a) No child under the age of eighteen years shall be outside the confines of his homesite and congregate, wander, loiter or play upon the streets and other public places of the Village between the hours of 11:00 p.m. and 5:00 a.m.
(b) No person having the control and custody of or being the parent or guardian of a minor shall knowingly permit such minor to be outside the confines of his homesite and to congregate, wander or loiter, or play upon the streets and other public places of the Village, in violation of subsection (a) hereof, unless such person accompanies such minor in public places.
(c) The provisions of subsection (a) hereof shall not apply to any minor accompanied by a parent, guardian or other adult person authorized by such parent or guardian to have custody of such minor.
(d) This section shall not apply in the event that a minor is attending any regularly- scheduled school activity or a social or athletic event organized and supervised by any established public, church, or civic organization for the youth of the community; if such an event lasts to or after the prohibited hours set forth in subsection (a), the minor shall have a reasonable length of time after the conclusions thereof to return home.
(e) This section shall not apply in the event that a minor is engaged in lawful employment requiring the minor to be upon the streets or other public places of the Village in the proper discharge of the minor’s duties while so employed during the times prohibited in subsection (a).
(f) This section shall not apply in the event that a minor is upon an emergency errand or is on legitimate business directed by his parent or legal guardian.
(g) Any minor violating subsection (a) hereof shall be dealt with in accordance with Juvenile Court Law and procedure.
(h) Whoever violates any of the provisions of this section is guilty of a minor misdemeanor.
