(a) The Fiscal Officer is hereby authorized to create blanket purchase orders ("blanket certificates") with a maximum amount limited to two thousand dollars ($2,000) for each blanket purchase order and thirty thousand dollars ($30,000) for each super blanket purchase order, except that increased amounts for blanket purchase orders are permitted for the following categories.
(1) Employee health insurance - $250,000
(2) Utilities - $200,000
(3) Fuel - $60,000
(4) Landfill - $125,000
(5) Professional services - $80,000
(b) This authorization shall remain in effect on a continuing basis, pending further action of Council.
