(a) (1) For Tier 1 customers, each and every householder and/or person, apartment building and trailer park accumulating garbage or rubbish within the Village of New London shall pay twenty-six dollars and forty-two cents ($26.42) per month for collection thereof. Residential customers are automatically setup as “Tier 1" customers, but may voluntarily upgrade to Tier II by contacting the Village Office. For Tier II customers, each and every householder and/or person, apartment building and trailer park accumulating garbage or rubbish within the Village of New London shall pay twenty nine dollars and fifty seven cents ($29.57) per month for collection thereof. “Tier II” customers shall have at least one can with an identification sticker provided by the Village that will identify the customers as a Tier II customer. Payments should be made to the Clerk-Treasurer by the tenth of the month. A ten percent (10%) penalty shall be added to any bill not paid by the tenth of the month.
(2) Any householder having only one Senior Citizen (65 or older) using said collection service shall be charged at the rate of eighteen dollars and ninety cents ($18.90) per month. Each senior citizen in order to qualify for reduced rate must register at the Village Office.
(3) An additional surcharge for the pickup of non-standard quantities of leaves, tree and brush trimmings may be assessed by the Administrator to recover the Village’s additional costs, and, normally, shall be at the rate of seventy dollars and ninety one cents ($70.91) per hour for time expended in such collection.
(4) A surcharge of two dollars and forty cents ($2.40) per month shall be assessed for any collections made outside the Village.
(b) Each and every business or commercial establishment that accumulates garbage and/or rubbish within the Village shall be billed a collection rate based on a flat rate per month and/or based upon the size of dumpster as determined by the Village Administrator. A surcharge of two dollars and forty cents ($2.40) per month shall be assessed for any collections made outside the Village.

Any time that a filled dumpster exceeds the weight allowance set forth above for its size, a surcharge of the standard landfill rate, per ton, multiplied by a factor of 1.3, will also be assessed.
DUMPSTER RENTALS
DUMPSTERS MAY BE RENTED FROM THE VILLAGE AT THE FOLLOWING
RATES:
If a customer requests a dumpster for temporary use, the bi-weekly rental charge will apply until the dumpster is returned to the Village. Refuse will be charged at eighty dollars and eighty-three cents ($80.83) per ton for in-Village customers, and ninety-one dollars and seventy-nine cents ($91.79) per ton for out-of-Village customers. A fifty dollar ($50.00) deposit for all temporary rentals is required upon rental and will be subtracted from final bill.
(c) Separate fees for additional pickups or items not otherwise set forth in this chapter shall be assessed as follows:
