It shall be unlawful for any person to operate any boat on the New London Upground Raw Water Storage Reservoir without a valid certificate number for such boat issued by the Chief of Watercraft of the State of Ohio. It shall be unlawful to operate an outboard motor on said Reservoir without a valid license issued by the Chief of Watercraft of the State of Ohio. It shall be unlawful for any person to use a boat on the New London Reservoir without first registering the same on forms provided by the Council and obtainable at the Police Department, or the Reservoir Office.
