The Municipal Manager shall have right to deny an application for a Certificate of Registration for adequate cause. If requested in writing by the applicant, the Municipal Manager must provide to the applicant in written form specific factual findings in support of the decision by the Municipal Manager to deny the application for a Certificate of Registration. Any decision by the Municipal Manager to deny an application for a Certificate of Registration is appealable by the applicant to the Municipal Council in the manner set forth in § 154.704.
