Unless the applicant agrees to an extension of the maximum decision time, the municipality shall have a maximum time period of 90 consecutive calendar days from the date a complete application for a Certificate of Registration by a utility service provider is received by the municipality to make a decision on the application. Unless the applicant agrees to an extension of the maximum decision time, failure of the municipality to make a decision on an application for a Certificate of Registration shall be considered the same as an approval of the application by the municipality.
