§ 97.23 CONSTRUCTION OF NEW IMPROVEMENTS.
   The construction of sidewalks, curbs and gutters, driveway approaches, and ramps in established areas of the municipality where these improvements do not exist shall be required when the degree of requirement reaches that point which in the opinion of the Municipal Manager and the engineer, construction is necessary. In determining the priority for construction of these improvements the Municipal Manager and the engineer shall take into consideration the following factors:
   (A)   Percent of improvements missing in area.
   (B)   Pedestrian and vehicular volumes.
   (C)   Accident history and potential for accident.
   (D)   Location of high traffic generators such as schools, churches, medical facilities, parks, swimming pools, public buildings, shopping centers, business, and other facilities which tend to increase traffic volumes.
   (E)   Existence of proper storm drainage facilities.
   (F)   Proposed street improvements.
   (G)   Extent of development present or imminent in the immediate area.
   (H)   Limitations on construction feasibility such as unreasonable construction costs, undesirable finished grades, obstacles in right-of-way, or difficulty in obtaining right-of-way, or building encroachments.
   (I)   Limits of the work load which can be effectively and efficiently administered.
