§ 95.01 PARKS AND RECREATION BOARD ESTABLISHED.
   (A)   There shall be a Parks and Recreation Board for the purpose of advising the municipal administration and to act as a coordinating body on matters concerning recreation and parks programs, facility usage, community beautification, and community and special event programs.
   (B)   The Municipal Council shall concur and by a majority approval accept recommendations for membership to the Parks and Recreation Board. The Board shall consist of seven members representing five citizens of the city and two Council Members with one Council Member appointed by the Municipal Council to serve as Chairperson of the Board. The Chairperson will provide Board activity updates to the Council at the next scheduled Council meeting following any meetings of the Parks and Recreation Board. The Board shall hold an organizational meeting before the end of February of each year and shall then designate dates for meetings to be held throughout the year with meetings being held quarterly. A quorum of four members shall be necessary in order to have a meeting of the Board. Any and all park activity is to be presented to the Board for approval. No organization within the Municipality shall have more than two members as members of the Parks and Recreation Board.
   (C)   Confirmation of appointments of the two council members to the Parks and Recreation Board shall be made by the Municipal Council at the annual reorganization of the Municipal Council at its first meeting in January of each year. All other appointments to the Parks and Recreation Board from citizens at large shall be made by Municipal Council on or as soon after the annual reorganization meeting in January of each year as is possible. Nominations for citizens at large to be members of the Parks and Recreation Board shall be made prior to the second Council meeting of February of each year.
