All departments, officials, and employees of the corporation who are vested with the duty or authority to issue permits or licenses shall issue no permit or license for any use, purpose or operation if it would be in conflict with the provisions of this Fire Prevention Code, and any license or permit so issued will be void. The Fire Chief and Fire Marshal shall act as a committee to determine and specify, after giving affected persons an opportunity to be heard, any new materials, processes or occupancies which shall require permits in addition to those now enumerated in the Fire Prevention Code.
