Any person to whom an order hereunder is directed shall have the right, within 24 hours of the service of the order, to appeal to the Chief Administrative Agent, who shall review the order within five days and file his or her decision therein. Unless by his or her authority the order is revoked, it shall remain in full force and be complied with within the time fixed in the decision of the Chief Administrative Agent.
