§ 91.20 BUREAU OF FIRE SAFETY AND PREVENTION.
   (A)   A Bureau of Fire Safety and Prevention of the Fire Department is established, which shall be operated under the direction and control of the Chief of the Fire Department.
   (B)   The Chief of the Fire Department shall designate an officer of the Fire Department as Director of the Bureau of Fire Safety and Prevention. This officer shall be certified by the State of Ohio as a fire safety inspector and shall be known as the Fire Marshal. Also, the Chief of the Department shall designate other officers and members of the Department as he or she may, from to time, deem necessary as fire safety inspectors. The fire safety inspectors shall perform other duties incident to the operation of the Bureau.
   (C)   It shall be duty of the Bureau of Fire Prevention to enforce all laws and ordinances covering the following.
      (1)   Inspection of potential fire hazards.
      (2)   Abatement of existing fire hazards.
      (3)   Investigation of the cause, origin, and circumstances of fires.
      (4)   Control and use of explosives and flammables.
      (5)   Regulation of the maintenance of fire escapes.
      (6)   Regulation of the maintenance of automatic and other private fire alarm systems and fire extinguishing equipment.
      (7)   Control of the means and adequacy of exists in case of fire from factories, schools, hotels, lodging houses, hospitals, churches, halls, theaters, and all other places in which numbers of persons work, meet, live, or congregate.
      (8)   Educational fire prevention programs.
      (9)   The construction, protection, and occupancy features of buildings to minimize danger to life from fire, smoke, fumes, or panic.
   (D)   The Bureau of Fire Prevention shall have such other powers and perform such duties as are set forth in other sections of this Fire Prevention Code and other ordinances, and as may be conferred and imposed from time to time by law. The designation of duty in this chapter shall not relieve any other department officer or employees of the municipality of any power or duty conferred upon it or him or her by law or ordinance.
