(A) The Village shall look directly to the owner of the premises served with water for the payment thereof, and in event of default of payment, the Village shall have a lien upon the premises to secure payment of the amount due.
(B) On and after the 30th day following the date of bill for water service, each account shall be considered in default, and the amount owing shall constitute a lien upon the premises for 8:00 a.m. on such 30th day. At any time thereafter, the Village may discontinue the water service to enforce payment.
