Water bills will be made out in the name of the owner, tenant, or other person who is liable to pay the rents or charges and mailed or delivered to any street address so requested by said owner, tenant, or other person who is liable to pay the rents or charges; but such owner, tenant, or other person who is liable to pay the rents or charges shall not be relieved from payment of any delinquency that might occur, and no bill will be rendered for less than one months minimum.
