§ 22.   WATER FOR PUBLIC IMPROVEMENTS.
   Water used for public improvements performed under contract must be paid for before receiving final estimate from Village, and if such water supply is obtained from fire hydrants, a permit for the use of such hydrant must be obtained as required in all other such cases.
