§ 20.   METERS DAMAGED OR STOLEN.
   If a meter on the premises is stolen, damaged by freezing, fire or hot water, or is damaged in any other way due to the act or neglect of the consumer or property owner, the cost of repairs or replacement shall be paid by the property owner. If the meter seal is found broken or other proof of tampering with the meter is found, the bill for the period in question will be estimated, a tampering fee will be charged, and the service may be shut off until all just charges are paid.
