§ 36.03 SPECIFIC ASSESSMENT CRITERIA.
   (A)   Street and road maintenance and improvement. Street maintenance (resurfacing, snow plowing and sweeping, curb, sidewalk and guard rail maintenance) will be provided at no charge to residents. Street improvements (reconstruction, widening, initial curbing or similar improvements involving substantial capital investment) will normally be assessed on a front footage basis. A typical street improvement project may include any or all of the following: pavement, curb and gutter, sidewalk, local storm drains, and guard rail. The maximum assessment upon residential proper shall be based upon a foot street cross-section as specified in the municipality standard construction drawings. If streets on both sides of a corner lot are improved, the shortest side will be taken as the frontage for basement purposes.
   (B)   Curbs and sidewalks. The municipality will pay for the construction of corner radii and the replacement of existing curbs. Property owners will be assessed for the initial construction of curbs and sidewalks and replacement of existing sidewalks, based on a front footage basis. Agriculturally zoned property will receive a maximum assessment based upon 150-foot frontage with the remainder assessed at the time of development.
   (C)   Storm sewer. These improvements will be assessed on a front footage basis for specific benefit and/or by special district for general benefit derived to the property from major drainage improvements, whichever is most appropriate.
   (D)   Sanitary sewer. These improvements will be assessed on a front footage basis to properties for specific benefit and/or by district for general benefit for major sewers servicing the area. The shortest side of a corner lot will be taken as the frontage for assessment purposes when utilities run along both street rights-of-way.
   (E)   Water services. These improvements will be assessed on a front footage basis. The shortest side of a corner lot will be taken as the frontage for assessment purposes where water lines run along both street rights-of-way. The maximum assessment to residential property shall be based upon an eight-inch diameter pipe.
   (F)   Street lighting. There will be no assessment for street lighting which will be paid for by the municipality.
