§ 34.30 COMPOSITION AND CONTROL OF POLICE DEPARTMENT.
   (A)   The Police Department shall be composed of a Chief of Police and such other police officers and employees as Council provides by ordinance. The Police Chief when called, as part of emergency management/public safety, must be able to be on site of an emergency within 12 minutes.
   (B)   The Director of Public Safety shall have the exclusive management and control of all other officers, surgeons, secretaries, clerks, and employees in the Police Department as provided by ordinances or resolution of Council. He or she may commission private police officers, who may not be in the classified list of the Department, under such rules and regulations as Council prescribes.
