The Departments of Police and Fire are combined under a Department of Public Safety. The Service Department shall be deemed part of the Department of Public Safety relating to terrorism, national or local threats, pandemics, riots, or other such levels of Public Safety Emergency. The Police, Fire and Service Department along with Director of Public Safety and Municipal Manager are the emergency management.
