All positions in the service of the Municipality shall be filled pursuant to open competitive examinations except:
(1) Members of the Council.
(2) The Mayor.
(3) The Vice Mayor.
(4) The Manager.
(5) The directors of departments.
(6) The Assistant to the Manager.
(7) The Secretary to the Manager.
(8) Members of boards and commissions appointed by the Council.
(9) Seasonal, temporary and part-time employees.
(10) The Chief Building Inspector.
