No ordinance authorizing the surrender or joint exercise of its powers; or in establishing new positions in the classified service of the Municipality; or regulating the rate charged by any public utility; or in the adoption, amendment or repeal of any ordinance relating to zoning or to the use and occupancy of land or structures thereon; or in authorizing any changes in the boundaries of the Municipality, shall be adopted as an emergency measure.

Therefore, Section 2.14 covers both "Actions Not Permitted As Emergencies," as set forth above, and "Authentication of Ordinances and Resolutions," as set forth below.
