Every ordinance shall be read at meetings of Council on three (3) different days. Ordinances shall be deemed to have been read if a written or printed copy of the ordinance has been furnished to each member of Council prior to its introduction and if the title thereof is fully read, provided that such ordinance shall be read in full at the request of any Council member. Council may suspend the rules for three readings on the affirmative vote of two-thirds (2/3) of its members. The motion to suspend the rules shall include a statement of the reasons for the rule suspension.
