It shall be unlawful for any person to violate any of the provisions of this subchapter or of the regulations or plan issued pursuant to the authority contained herein, or to willfully obstruct, hinder or delay any member of the civil defense organization herein described in the enforcement of the provisions of this subchapter or of any regulation or plan issued hereunder.
